Yolanda Doeveren from 2006 to 2012 was manager of the department of Public Mental Healthcare and Addiction at the Municipal Health Service of the city of Utrecht, where she was responsible for the local policy and implementation of the care of the homeless, drug addicts, public mental healthcare and prostitution policy. She was also program manager of the municipality of Utrecht for the Governance of Homelessness. Since 2012, she has been responsible for the urban Prostitution Program in the municipality of Amsterdam. Goals of this program are: tackling abuses, exploitation and human trafficking in prostitution. The overall aim of the program is to strengthen the position of prostitutes and encourage the integration of the industry into mainstream society.
